Admission Policy

Foothill College does not provide commission, bonuses or other incentive payments based on service members' enrollment. Foothill College operates on an open admission policy meaning that any prospective student which has completed high school or attained a GED certificate may enroll in classes.

Cohort Default Rate

A school’s cohort default rate (CDR) is the percentage of a school’s students who had certain federal student loans enter repayment in a federal fiscal year and then default before the end of the cohort default rate period.

Cohort default rates are based on federal fiscal years. Federal fiscal years begin Oct. 1 and end on Sept. 30 of the following calendar year. Each federal fiscal year refers to the calendar year in which it ends.

At Foothill College, we are dedicated to promoting financial transparency and providing valuable information to our students and the community. As part of our commitment to openness, we have implemented a policy to disclose our Cohort Default Rate (CDR) on an annual basis, regardless of whether it rises above or remains below the national average. If Foothill College’s CDR exceeds the national average, we will promptly notify identified service members via email of the updated CDR status.

Foothill College’s most recent CDRs:

  • FY 2019: 3.7%
  • FY 2018: 11.2%

In-State Tuition Policy

The Foothill College policy for beneficiaries using GI Bill® benefits follows the guidelines provided in P.L. 116-315 Isakson and Roe, and the Veterans Access, Choice and Accountability Act (VACA).

In accordance with Section 1005 of the Isakson and Roe Act, students receiving benefits will not be charged nonresident fees, and will only be charged tuition and fees at a rate that is equal to or less than the rate charged California state residents.

Military Service Credit

Students may request college credit for military service by submitting a copy of their DD-214 form. Units will be awarded in Area E. 

Military Withdrawal (MW)

An MW mark is assigned when a student who is a member of an active or reserve U.S. military service receives orders compelling them to withdraw from a course. Upon verification of such orders, an MW will be assigned at any time after the deadline to drop a course without a W.

  • An MW will not be counted in progress probation and dismissal calculations.
  • An MW will not apply against limits on the number of withdrawals or limits on repeating a class.
  • In some cases, at the student's request, the college may issue a refund of enrollment fees for an MW.

Readmission for Military Service Members

Foothill College will promptly readmit service members who seek readmission to a program that was interrupted due to a uniformed service obligation.

You are eligible for readmission under this policy if, during your absence, you perform uniformed service—either voluntary or involuntary—in the U.S. armed forces, including the National Guard (when serving under federal authority). The total length of all absences for uniformed service (service time only) must not exceed five years.

You must provide orders or written notice from your commanding officer confirming your uniformed service obligation, such as temporary duty (TDY), to the Veterans Resource Center or its designee as far in advance as possible, unless military necessity prevents it. This notice does not need to specify when you plan to return to the college.

You must provide oral or written notice of your intent to return within three years after completing your period of service. When you return to school, you must also notify the college that you may be entitled to the tuition and enrollment benefits outlined in this policy.

You are required to provide official documentation of your military obligation to the Veterans Resource Center or its designee.

When you return, you must be charged the same tuition and fees that were in effect during the last academic year you attended, unless veterans’ education benefits or other service member education benefits will cover the additional amount. For subsequent academic years, you may not be charged tuition and fees that exceed what other students in the same program are charged.

You will be permitted to enroll in the same academic program you were in before your military service, unless you request a later date of re-enrollment.

You will be readmitted to the same academic program in which you were enrolled prior to your military service obligation. If your absence is two years or less, you will maintain your catalog rights. If the exact program no longer exists, you will be admitted to the program that is most similar, unless you request or agree to a different program.

You will also be re-enrolled with the same enrollment status, number of completed credit hours, and academic standing you had during your last academic year of attendance.

If the college determines that you are not prepared to re-enroll in the same academic program with the same academic status, or that you are unable to complete the program, the college will make reasonable efforts to help you resume or complete the program at no additional cost to you. If those efforts are unsuccessful or would place an undue hardship on the college, the college is not required to readmit you.

Under federal regulations, students who receive a dishonorable or bad conduct discharge from the U.S. armed forces (including the National Guard and Reserves) are not eligible for readmission under this policy. However, you may still be eligible for readmission to the college even if you receive a dishonorable or bad conduct discharge, though you will not be entitled to the benefits outlined in this policy.

To ensure compliance with United States Department of Defense (DoD) regulations and uphold ethical recruitment and enrollment practices, De Anza College and the Foothill-De Anza Community College District strictly prohibit the use of commissions, bonuses, or other incentive payments for securing enrollments.

The college and district also prohibit high-pressure tactics intended to influence service members or prospective students to enroll.

If you are an employee, contractor, or agent involved in student recruiting, admissions activities, or decisions related to the award of student financial assistance, you must not:

  • Use commissions, bonuses, or other incentive payments to any individual or entity for securing enrollments of service members or prospective students. This includes offering, accepting, or facilitating payments based directly or indirectly on securing enrollments or federal aid, including Tuition Assistance funds.

  • Use high-pressure recruitment tactics, such as making multiple unsolicited contacts (three or more) by phone, email, or in person, or engaging in same-day recruitment and registration to secure enrollments from service members or prospective students.

  • Engage in recruitment practices that use incentives to influence a prospective student’s decision to enroll.
