California College Promise Grant (formerly known as the BOG [Board of Governors] Fee Waiver) Eligibility
Effective Fall 2016, California Community College students receiving the California College Promise Grant must meet minimum academic and progress standards to remain eligible for the California College Promise Grant.
Note: A student's California College Promise Grant eligibility at Foothill will be calculated based on ONLY Foothill GPA and unit completion records.
How to Maintain Eligibility
- Maintain a cumulative GPA of 2.00
- Successfully complete more than 50% of all cumulative units attempted
- If a student is placed on "Academic" or "Progress Probation" for two consecutive primary terms (Fall, Winter or Spring quarters) through Admissions and Records, the student will lose eligibility for the California College Promise Grant. The student will also lose his/her enrollment priority.
- Students who lose California College Promise Grant eligibility will have an opportunity to regain eligibility. See details below in the "How to Regain Eligibility" section.

How to Regain Eligibility
If you lose eligibility for the California College Promise Grant, there are a few ways that you can have it reinstated:
- Improvement of GPA or Course Completion measures to meet the academic and progress standards
- Successful appeal regarding extenuating circumstances (*See form below)
- Successful appeal based on significant academic improvement
- Not attending college in the district for two consecutive primary terms (Fall, Winter or Spring quarters)
The appeals process for extenuating circumstances includes:
- Verified accidents, illness or other circumstances beyond your control
- Changes in economic situation
- Evidence of inability to obtain essential support services
- Special consideration factors for CalWORKs, EOPS, DSPS and student veterans
- Disability accommodations not received in a timely manner

EXEMPTION FOR FOSTER YOUTH: Please note that documented foster youth and former foster youth (age 24 years and younger) are not subject to loss of the California College Promise Grant under these regulations. If you are a California resident or qualify for AB540 status, you may be eligible for a California College Promise Grant if you meet at least one of the following criteria.
- You have filed a Free Application for Federal Student Aid (FAFSA) if you are a U.S. citizen or eligible non-citizen OR you have filed a California Dream Act Application if you are an undocumented AB540 student, AND you have unmet need of $1104 or greater, or
- You or your family are receiving Temporary Assistance for Needy Families (TANF)/CalWORKs, or Supplemental Security Income (SSI/SSP), or General Assistance, AND you have submitted a California College Promise Grant application and proof that you are currently receiving one of the above listed benefits, or
- You have certification/documentation from the California Department of Veterans Affairs, California National Guard Adjutant General, California Victim Compensation and Government Claims Board, or other public agency that you are eligible for a dependent's fee waiver, AND you have submitted a California College Promise Grant application and a copy of the certification/documentation, or
- You or your family's income for the base year (the tax year prior to the academic year for which you are applying for the California College Promise Grant) was equal to or less than 150% of the federal poverty level, AND you have submitted a BOG Application and provided the necessary income information on the application.
Getting the California College Promise Grant at Both Foothill and De Anza
It is the goal of the Foothill-De Anza District to honor one college's California College Promise Grant at the other college.
- This is a manual process and needs to be completed by the Financial Aid Office staff.
- If you have been awarded a California College Promise Grant from either Foothill or De Anza College and will be attending classes at the other college during the same academic year, please contact the Financial Aid Office to receive the California College Promise Grant at both schools.
- If the California College Promise Grant does not waive your classes at the second college, please promptly contact their Financial Aid Office for confirmation and correction
