CALIFORNIA NONRESIDENT TUITION EXEMPTION (AB540)
Effective Jan 1. 2002, a new bill (AB540) exempts nonresidents from paying nonresident tuition. If one or more of the following statements is applicable to you, you will be considered as meeting the AB540 criteria:
- Attend high school in California for at least three full years. (The three years do not have to be consecutive) Please review the form for
- Earn a high school diploma, General Educational Development (GED) certificate or pass the California High School Proficiency Exam (CHSPE).
- Enroll or be accepted for enrollment in an eligible program as a regular student seeking a degree or certificate.
- If you are without lawful immigration status, you will have to file an affidavit with the college or university you are attending stating that you have filed an application to legalize your immigration status, or that you will file an application as soon as you are eligible to do so.
Also SB 68 expands AB 540 to enable students to count years spent at a California Community College and Adult School towards AB 540 eligibility.
Additionally, the bill will allow the completion of an associate degree or satisfaction of the minimum requirements to transfer to the University of California (UC) or California State University (CSU) to meet the degree or unit requirements. These new eligibility criteria expands possibilities for students educated in CA to qualify for in-state tuition and state-based financial aid at CCCs, CSUs, and UCs.
