The Foothill College Student Equity Plan supports the College Educational Master Plan (EMP) goal of reducing barriers and facilitating students' ease of access across the District and region. As stated in the Educational Master Plan, the College is committed to implementing activities to improve the achievement of student outcomes among those population groups experiencing disproportionate impact. The College is committed to creating a culture of equity that promotes student success, particularly for underserved students.

The Foothill College Student Equity Plan suports five (5) overarching activities:

  1. Development of an Early Alert System that integrates Student Services and Instruction to provide student engagement and support for a variety of needs.
  2. Development of a Mentoring Program that includes faculty as well as peer-to-peer mentoring and is integrated with the Early Alert System.
  3. Provision of Professional Development that is action oriented to provide support for change as well as support for practical and tangible activities to better serve students.
  4. Application of a robust research agenda to provide faculty and staff the data on the most productive ways to help our students.
  5. Creation of a Student Success and Retention Team with members from both Student Services and Instruction to provide both operational suport and program coordination to our equity activities.

The current framework of the Student Success and Retention Team is as follows:


Kelaiah Harris, Administrative Assistant (Equity)

Kelaiah holds a Bachelors degree from San Jose State University in Health Administration. Kelaiah has worked as a Patient Care Coordinator at Jumpstart MD and has provided administrative support for the Celebrity Forum here at the District. She brings a positive, can do attitude to this position and is looking forward to helping the Equity Programs office accomplish its goals on behalf of the students, faculty and staff of the College. Adrienne Hypolite, Owls Scholars (Early Alert) Coordinator

Adrienne began her career in education as a political organizer for public high schools and community colleges in California. With a Bachelors Degree in Community Studies from UC Santa Cruz and Masters Degrees in Sociology from Loyola University Chicago and Educational Counseling from San Jose State University, she has experience with coordinating campus programs, academic advising, and teaching student development courses. Currently, she coordinates the Early Alert Program, helping students get connected to campus resources to support their success in the classroom. Her experience as a community college student left such a positive mark on her life, she felt adamant about returning to work in a system that provided her with an opportunity to excel personally and professionally. She is excited to be at Foothill, doing this work. EMAIL

Jiin Liang, Instructional Services Technician - STEM Center

Jiin holds a Ph.D. in Biophysics from Harvard and is an MFA candidate in Painting from the San Francisco Art Institute. She is also a certified yoga instructor and a certified trainer for the Gyrotonic Expansion System. Jiin worked for many years as a scientific researcher at Harvard and UCSF. She was also involved in the scientific publishing and technology transfer. In the past decade, she turned her focus onto education and has been an instructor in a wide range of subject matters, such as Mathematics, Physics, Biology, Painting, Mandarin and Yoga. Jiin has been a part-time faculty at Foothill College since 2014. She firmly believes that learning should be enjoyable and can function as an important integrating force for individuals' growth and fulfillment. Adequate supports are thereforce crucial for students who are from disadvantaged strata of society or experience special learning needs to succeed. Jiin is excited to have the opportunity to work with the Student Success & Retention Team and the STEM Center to continue providing steady and effective instruction support, serving both the students and the faculty in the community. Lisa Ly, College Researcher (Acting)

Lisa Ly is the Acting College Researcher for the Foothill-De Anza Community College District at Foothill College. She comes from De Anza College where she served as the research analyst, supporting student equity initiatives. Prior to that she was a consultant research analyst for the San Jose-Evergreen Community College District. A graduate of UC Irvine, she holds a Master of Arts in Demographic and Social Analysis and a Bachelor of Arts in Sociology. She is a foodie, enjoys the outdoors and loves to chase after her nieces and nephews. Hsiao-chi (Angel) Chang Tzeng, Instructional Services Coordinator (Equity)

Angel holds a Ph.D. in Education from UC Davis and has an Early Childhood Certificate from the UCSC Extension. She taught at the UCSC Extension in Early Childhood and Credential programs, specifically teaching ESL students and young children. She also supervised teacher candidates in Chinese with the Secondary Education Program at San Jose State University. After receiving her Ph.D., she first explored careers at an educational start-up, as a translator, and as an early childhood teacher as well as continuing her hobby of dancing Argentine Tango. Angel believes that student engagement could potentially promote student achievement and success in general. She is very excited to be part of the equity team and promote this effort on campus. Angel also holds a Bachelors Degree in Chinese Literature with a Minor in Foreign Language from the National Tsing Hua University in Hsinchu City, Taiwan and a Masters Degree in Educational Leadership and Counseling from the University of Montana.
