Distance Education Advisory Committee

Description: The DEAC is a shared governance group that provides college-wide direction and leadership for distance education and online learning. It meets on a regular basis through-out the academic year. Faculty, staff, and student representatives serve on the DEAC, which is responsible for developing the comprehensive Distance Education Plan and ensuring compliance with state and federal regulations. The DEAC exists as a tandem group with the COOL, and makes recommendations to PaRC, the TTF, and other shared governance groups, for vision, policies, and implementations related to distance education.

Description: Recommends to Planning and Resource Council (PaRC) regarding division and unit operation budgets. Prioritizes list of allocation recommendations not aligned with Strategic Initiatives. Reviews division spending plans and makes recommendations to the PaRC regarding division allocations. Develops criteria for establishing division and unit operating budgets. Prioritizes resource requests not aligned with Strategic Initiatives.

Planning & Resource Council

Description: Oversees and drives institutional planning and assessment of all college wide plans, including the Strategic Plan Commitments to action, Instructional/ Student Services/ Administrative Program Plans, Accreditation Planning Agendas, Facilities, Technology, Student Equity, and DSPS Plans. Prioritizes expenditures to advance the Strategic Initiatives including resource requests. Approves the priorities for division budgets. Develops policy regarding budget reduction. Reviews College and District policies and develops procedures to implement policy. Provides Accreditation Oversight. Advises the President on issues regarding campus climate and well-being. Evaluates instructional program discontinuance proposals. Promotes awareness and understanding of Foothill College budgeting, FHDA district budget, and the state budget. Evaluates proposed new instructional and student services programs against sustainability and compatibility with Foothill Strategic Initiatives.

Technology and the Strategic Planning and Budget Process

Description: Foothill integrates technology planning with college planning through its institutional planning model and through its primary technology-based shared governance committee, the Technology Task Force. The Tech Task force is chaired by the Associate Vice President of External Relations, The Dean of Technology and Innovation, the Academic Senate representative and the Classified Senate Representative. The college has a Distance Education Advisory Committee, to address distance education specifically. This will be outlined in section three.
